Is it a flat +25% increase? So, if you have an item with 15% proc chance it will become 40%?
Or will it become a 18.75% chance?

The spirit of Turtle WoW is adventuring is not speedy, and the design of Dungeons is they're not supposed to be decidedly more levelling-efficient than questing but rather reward really good loot that makes the rest of the levelling process easier.

T/OWoW's magic is that it's different than retail, why would you want to make them similar?

So, they are already hard to get. And removing the only population of red dragons in the wetlands that drops them doesn't exactly make it easier.
Now we are left with 6 elite lv61-63 dragons with a 20% drop chance in the entire game and requiring 305-315 skinning? Are you joking me?
