Launcher not grabbing updates for me, even with Defender turned off

Even with Windows Defender turned off the launcher isn't updating past 8% of the download, where it drops and says it was unable to fully download. I'm trying to turn off auto loot ingame.

I'm otherwise able to play with the wow.exe
