please remove gcd of totemic recall

Shaman already has alot totems to manage, please remove totemic recalls gcd. There would be no advatage the shaman would get and it would feel a little quicker after the fight.

It would be a small change, but would to alot for the overall feeling of the class.

There's no point of removing gcd for totemic recall.
I'd rather like to see removing gcd for swapping relics.
