Bael Modan Digsite inaccessible

It appears the Bael Modan digsite is missing. Outside Bael Modan is still a goblin quest giver, who wants you to enter the Bael Modan digsite, however the location is inaccessible. Is this a mistake or did the team forget to open up the Bael Modan Digsite?
