Imo this depends if u talking non xfaction or xfaction for me. Pala in void, sham /pala on par or sham slightly ahead if u pov from yshaarj.

Hpal i s++++ tier, prey is ok'ish, druid is quite weak healer but rather hard to catch runner.
Resto sham doesnt exists in pvp (maby with tier 2 epic pvp someone will show up next year AFTER those 6 months of dead pvp) there're only hybrids since deep resto tree is useless in pvp.

Just because horde is dumb and shamans arent resto doesnt make it basicly s+++ while not facing anoying shockshams urself, id know i mained it on TA. And ur resto pvp shams went ally, and ngl i seen less flame here on whole of yshaarj in bgs on allyside then 1 day of TA horde. Guess why ur restos left horde. And resto spec is 13/17/21 and its pure resto u dont do any dmg in the spec.
I made fun on ally in bgs on TA by taking 3people for swims and they couldnt kill me 3v1 and even got multiple drown kills.
